I've heard those 4-5 att scrolls give 4 att like 90% of the time so they're basically 4 att scrolls. For me 1 att = ~2.4 str, which makes 4 att worth a little less than 10 stat, so primes would be better for me.

for endgame people it's normal for 1 att to be equal to between 2 and 3 main stat. You would need to do the math for your case to figure it out, it depends on your total ATT and total main stat before % bonuses.

in any case they're probably going to be pretty close. I don't know how much the premium scrolls cost in your server but if one option is much cheaper I'd just go with that one.
